  Building areas with difficult terrain in their rational use has great artistic merit, compared with flat surface. But it should be taken into account and negative aspects of placing buildings on steep slopes. These include: increased cost of construction as by using special types of buildings and increase the earthworks, and due to complexity of the technology of their erection, and increase construction and operating costs for vehicle maintenance areas, the costs of vertical transport, the complication of installing underground utilities. In most cases, the area for placement or development of the city fall short of the slope and extent of dissection: it may consist of different parts of the slope and the linear dimensions, separated vertically at different heights. The combination of these parameters allows to distinguish three types of terrain in the complexity of the urban planning:
